Sorry I did not answer you question until now. You start by going to the DMV. Fill out a form 5036. And fill out a application for registration. The 5036 (Statement of construction), is easy to fill out but the only problem I had was that even though I kept all my receipts, the State of California now wants to charge me taxes on everything that I bought on the internet that was NOT taxed. That is $1,000 dollars. That is based on a percentage of the total cost of the motorcycle. The receipts that I DID pay taxes on add up to $250.00 So I will owe $750.00 Bummer. So it is better to pay tax on what you buy if you are building the motorcycle in states that have lower tax rates. California is 9.25% Then You pay registration based on the value of the bike AND your labor. Then you get an inspection and plates and VIN number. I am going to go back and contest the labor part because I did all the labor and I did not get paid for it. TODAY.. June 7th. I went back to the DMV to deal with this tax question. The clerk said This is TAX EXEMPT !!!! (she is looking at the computer), And she wanted to see the engine receipt and the tax was paid and she said - well its tax exempt anyway. I WAS VERY HAPPY!!!!! One last step - Actual Vehicle inspection. Bampa .....bampa...bampa...sharks swirling. LOL
