Could low brake pads cause a shimmy during braking?

i actually had a little shimmy'n under hard braking before i changed the front pads. funny a buddy of my told me i had warped rotors, but it went completely away after i swapped in the new pads. id say get the pads and tires changed out before you start worrying. if not for tryin to solve the problem, do it for the fact that they need to be changed anyways lol.
