rusted cables are nearly never unless the bike was under water. might get stiff but oil or wd worked in fixes it most times.

as your nearest NY neighbor, my advice, whether on a bike or car, stay off any highway starting with 4-- as traffic backups are legendary.
many of those bikes had problems with cam wear, so check on that first.

if battery voltage is too low FI wont be working rite.
pull a plug wire to check for a spark first to discover whether its electrick or fuel. plenty of fuel in tank of course.........?
