possibly a resonant vibration from the fuel tank or exhaust system.
normally, VfR engines will buzz and protest at slower speeds with too much throttle in too high a gear
the fan coming on at 3/4 scale is normal and OK.
look in classified, please. ;) squirrelman has a good gen3 engine and carbs FS. carbs freshly cleaned, engine has good compression, valves...
