the fsm wiring diagram would show exactly which fuse powers the fuel pump.
see if you're getting +12v at the plug going to pump. yes, pump has a fuse.
doesn't make sense since it's so useful.
riding below 40F. i tape over the oil cooler to boost low engine temps.

you'll need to drain and flush petrol tank then fill with fresh fuel.
your starting fuel enrichment device (choke) system could be clogged. drain the float bowls and try again. and how long since your last ride ??
you could try changing out old clutch fluid and bleeding. i'm thinkin clutch drag.
unlikely on a VFR unless cams were removed recently for valve clearance adjustment.
the ports above need to be blocked off and sealed. did someone spray paint those carbs ??
hoses hooked up wrong.
low mileage, should be OK below 9k rpms but you need luck. keep rpms not too high. 250 rebel ??> no skill needed, keep wife in kitchen.
