you'll definitely need to scrub clean the small filters just above the float needle seats as rust will accumulate there and stop or reduce fuel flow.
with a multimeter you can check the switch continuity at the plug connection. another test would be to check for battery voltage at the blue/white...
time for a compression test. blow-by from bad rings could account for oil loss. check airbox for unusual oil deposits.
