the tube setup is NOT responsible for your running problem, although excessive pressure through the breather vent could indicate some internal...
If the chain was ever adjusted way too tight then the output shaft outer bearing ( just in back of the front sprocket) could be damaged.......

Something else to check : after LUBE most chaIns fling off some excess, so watch for shiny film on left side of your rear TIRE and wipe it with...
test battery with your multimeter for proper VOLTAGE and, additionally, take battery to a motorcycle shop for a LOAD TEST to determine its true...
if PO fiddled with carbs and set the mixture screws too rich that can also cause rpms to hang up.... Forks: You may need to drain and refill...
