Tail or licence plate wire will be live with ignition......... you'll need a ground wire...... I've only heard "neutral" as part of house...
The question is, is it a vacuum line...... unhook and see if there is vacuum at engine idle, if so, you'll have to plug the line or go upstream...
I've re-used many... use new ones that come with new lines..... mostly generic as they are used on virtually every bike you know.... measure up...

I use a mix of about 50-50 Simple Green and water, then add some Dawn dish soap. Never had a real problem with aluminum in there at all, but best...

Thread locker on those bolts is old school, modern bikes don't use it for that very reason. The copper washer is more than enough to keep them in...
Honda ST1300 has a couple of styles.... 5 and 6 mm thread, two shoulder lengths and a couple of thread lengths. Hex drive 5mm.
Check the ground spider taped into the harness by the regulator, and also the chassis ground on the right side of frame.

If you mean start button, and not getting the starter relay to click, then time to check the relay and fuses.

The latest mofsets should restrict charging voltage to 14.5 max. 15.5V will start frying things..... most I see on my various bikes is 14.2-ish.
One can inspect the chain closely to see if side plates rusty or if it threw any O-rings.... otherwise, lube and ride it for a while and check again.
The yellow is an awesome colour for the Gen5. There's too many red ones, lol. I can't imagine where that was hiding all this time......

It also might help to apply heat to the upper forks where the seals are... nice and hot so you can't touch it.
