sounds like the Idle jets are plugged.... does it run fully choked?
was it removed? or never had one on it? I have the VFR700 thats an 86 and it has the fuel pump? just wondsering not trying to start a huge...
use a non oil lubricant for the cable. this way it doesn't entice dirt and grime to get into the housing a cause you undue strife.
its probably a repaint.... before you sink any money into it, take the VIN down to the DMV and have them check it for you, If it comes back...
