sorry, i really didn't mean to underestimate your level of experience. the most popular replacement is EBC HH pads i believe.
are you sure tire pressures are correct ? just a few pounds low and you'll be fighting the front to get it to turn.
^^ brand new pads need some bedding-in miles b4 they start to work better.

just needs access to fuel line into carbs, not to remove them, to try my suggestion above.
some obstruction ?? try blowing (low pressure) compressed air into the carb fuel line after draining whatever fuel is inside.

testing continuity of stator coils isn't the best test; instead, test AC voltage output (with engine running) across all 3 combinations of yellow...
float bowl gaskets can be made from viton O-rings, size-041 @ about $2/each.
but, pete my good man, he sez float bowls are fulla gas !? he could maybe use the famous jumper wire on the pump relay to assure pump is powered up.
it will last longer if u keep the revs down and don't go to the redline. any pitting on cams, and where's the locknut ?

i've rebuilt quite a few VF500 carbs for members here, and i'm sending you a pm.
if it's the valves leaking u can often hear leakage by using a wrench to turn the crank and listening at the carbs or exhaust pipe.
