anytime you restrict a header pipe you cause a flow problem. the header pipe has to be replaced
if you have a meter a few quick voltage checks will sort that out in a hurry
you have to drill it and those side screws go through it to hold it on
check fuse b in panel and see if it is blown, my book is only good to 2000 bikes but may be close
