From where I stand it sounds like a bike that was loved.
F2 wheel/ fork swap will drop the bike 25-30mm and you get the benefit of good tires.

The fuel injected bikes are much more difficult to diagnose because of the fuel lines but I would start with a visual inspection of the throttle...
