Not going to blather on aboot how awful Dyno-jet kits are but I think the best advise I can give you on jetting is that a little is a lot.

Sounds like the starter clutch is not engaging, I would take it apart and inspect it for damage or cracks for starters. Barely a two beer job....
I can line you oot with a solo cowl but it is expensive.
Targa would be my guess as well, Lockhart had a flatter outer surface and rear edge if I remember correctly.
