Gen 2 forks are very long by comparison to late model inverted forks, overall height of the front end is a major concern when all is set and done....

Here is a link but never take the manifold that connects the carbs together when removing them, it is a disaster that will follow if you do....
The problem is in the bottom of the carb assembly, the needle in the slide that you can see down the bore of the carb has no ability to seal but...
Did the timing marks on the new starter clutch come in contact with the pick up coils?
The starter clutch in the second picture is incorrect, not sure where you got it but instead of the multiple timing marks you should have two...
