if you live in the desert & at a low altitude (most of Oz - lol) the running a 75/25 may be better - Water / anti freeze
what is the voltage at your battery.....
I'm fairly sure it's a vacuum pipe.
I use both the tank filter & the inline. Remove the fuel tap and over a bucket tip petrol through it. If it doesn't come out there's your problem
On my nc29 the tank filter hadn't been changed since we got the bike - 2002 / 03. - lol I didn't even realise there was a filter. Lol
Also have you changed / cleaned the filter in the tank?
If you remove the tap does fuel flow ?

yep... It is also possible that the thermostat is stuck open. Even so test that the fan comes on...
Thats likely because its not correctly inserted into its mechinism....

It looks like you have all the signs of a battery on the way out...time to put a voltmeter on it. The clock resetting is the voltage dropping....
