best way to see if carbs actually have fuel inside is to open a drain screw.
measure the battery volts with your multimeter. anything less than about 12.5 means the battery needs recharging or replacing. you can try...

nevertheless, you should be able to start it in any gear as long as the clutch lever is pulled in, right ? switch is located at rear of clutch...

more labor but it's best to remove forks for a good washout with solvent and a proper upsidedown draining to remove all the silver sludge.
level needs to be set with springs removed. be sure to work the forks up and down a few times to distribute the oil properly.
maybe try loosening the rear screw that ties front to back since screw settings interact to some degree. are you sure synch springs are in the...
if the synch screw for the front pair doesn't work to align throttle plates something may be seriously bent or improperly assembled.:oops:
bottom line is how does the bike run and will it reach a decent top speed ?
don't rush your painter as he will blame you for any rushed imperfections :(
it's important not to overfill the reservoir and to leave some air space above the fluid level.
