I'd remove the cylinder - its really easy & fairly obvious to do. You can also buy new cylinders & keys easily

Are you sure that your rotors are flat ? The chinese discs are generally regarded as not good. I'd be suspecting your discs.
Try leaning the bike more - it will give you more tyre to wear out other than the centre 2 inches..
