follow Kenny's advice and redo starter button test and cleaning. sounds like the N/C contact for headlight is not disengaging

if he had a short to ground on his b+ side his battery would most likely be heating badly, due to it coming on dash lights shortly after fixing B+...
b+ to frame should give b+ voltage. if not you have a ground issue
redo your test, something not adding up

looking at that manual, it is a 30 amp fuse. the feed (12vdc) to that fuse comes from the starter relay B+ connection I believe

I disagree tim, a small charger is a good way to troubleshoot. he will not melt wires an fuses with the reduced wattage while he trouble shoots....
no you need it attached to switch, use a pin to pierce each wire for positive(red) probe. black probe to frame, key in on postion. don't worry...
