mabe fuel expansion forcing air out the tank overflow line, just a guess
sounds like some boots are needed or tightened

reg/ rect short will pop the 30 amp fuse, check those fuses
no tests you can do with a dmm, you need a scope. get a used ign control module
there is an 8 pin plug for dash indicaters, yes you will need to pull upper headlight fairing, start with that 8 pin connecter for melted pinched...
then if it still blows fuse. do as xorbe said and measure pump current directly by using a dmm in series to start pump
unplug your ign control module, then plug pump in

unplug your horn and measure its resistance
what if any accessaries are on the bike?
is that fuse b that blows? just looking at the schematics for your bike
