I'd personally leave it alone. If you feel you need the fans on, why not simply wire in a switch to the fan switch sensor.

The PAIR is just a passive entry of fresh air into the exhaust ports post-combustion, should have no effect on performance. You're talking surge...
If the preload is low on the rear shock it can affect getting it on the centerstand, but you may find a little relief if you dial it up a bit harder.
Is it the lever itself... check bushings for wear, etc. Hopefully as simple as that.
