UPDATE Replaced cheap dead battery with a good replacement...still reads around 13v...took it for a ride came back and the battery read 12.1ish....
^thats the plan, due to the weak load test i want to try just a battery for a second and see what shes charging at...hopefully i can get around to...

Yes, using the multimeter i found that A) The battery is dead as a door nail on it own B) While running it reads 12v, not the ~14 it should...
