Don't know about the US,but in South Africa unless a vehicle is officially scrapped/deregistered it continues to attract licence fees and...
Looks like people are the same the world over. My favourite is when someone says " bike not running, but it is easy to fix" normally followed up...

I hav a BT021 on the back and a BT54 on the front and they seem good enough for my level of riding. The rear has lasted pretty well too.
