That is really odd. Most time the bikes's speedo reads faster than gps which is the most accurate. You running stock sized tires?

Is it a digital readout or does it have a needle. If it is the needle type, there may be a stepper motor that has pooped out. I don't know how available they are for bikes, but they are readily available for GM trucks, cheap on line ($15.00 for 6) and easy to replace with a little patience and a steady hand.

Wonder if it's the drive thingamajig there behind the counter shaft cover where it isn't able to keep traction.

The 3rd gen uses the cable system. If the cable and connectors are good on both ends, then the meter is probably toast.

issues with mechanical speedometers can be sometimes remedied with a shot of wd-40 directly into the housing (worked on an old goldwing I had). Remove the cable drive and gauge, hold the gauge face up (if you hold it face down the cleaner will pool on the gauge face and probably ruin the graphic). Give a quick shot or two into the cable drive opening, let excess cleaner drain out. Put everything back together and go for a ride. I think on Honda clocks of that vintage there's a plastic doohicky where the cable inserts into the gauge, make sure it's not worn. also worn cable ends could be slipping, everything should be square/

might be worthwhile to spray some "cable life" down through your speedometer cable while you're at it.

I did the WD 40 trick on an Enfield interceptor a few years ago and I got some on the dial face. Ended up removing the bezel to clean the face, wiped it clean and it restored the faded dial to its original colour. Problem is now the tacho is still the faded colour, so I will have to pull that one apart to clean the face up. Anyway the speedo works fine now after the WD spray
