what to do with side bag bracket when not in use?

Just got a 2005 (to go along with my 93 VFR) and it came with factory hard bags. Could not find answers to these questions, so am posting for help. (If they've been answered before, please forgive the newbie and direct me to the appropriate place) Thanks

1) What is the easiest way to remov the rack? Do I have to take off the liscense plate light to get to the 4 bolts?

2) If I put a fender eliminator in place of the huge one that is there, can I still attach the rack to it?

What I am trying to solve for: I will only use the hard luggage once or twice a year and when not in use, would prefer to not have the luggage or rack on there and would like a fender eliminator. I'm afraid that the bracket is only designed for the factory fender that is there now.

Any advice?!
