Looks to be an evap canister along with emissions plumbing. I called it the "octopus" on my XR (removed).

    What bike is this?

As everyone has already stated, That mess is the emission control system (PAIR Valve). It takes air from the air box and pumps it into the exhaust to dilute the CO levels.

Removal of the PAIR system has been discussed at length many many times on here and I thought that we had a DIY with pictures somewhere but I can't find it. Use the search engine to ready the full history of the subject and then keep it or pull her off as you see fit.

Personally, I removed it and have never missed it.

On the newer bikes you can buy nice machined covers but on the old bikes I think you need to make some. I made my own for my third gen VFR.

I think that is the first time I have ever seen that kind of system installed on a bike.

F'n with it is a waste o time. It's not stopping you from riding wheelies and has zero affect on performance short of a few extra lbs.

Nothing to do with co levels.
Just recycle fuel and oil vapours.

That's true for the carbon canister shown in one of his photos. The other photos are of the PAIR system which injects fresh air into the exhaust.

And it's not just California stuff. The PAIR system is used country wide.
