    Hi
    reading the genuine Honda manual it says ( under general specifications ) Max weight capacity 409 KG That is a huge number
    what would riders say is the safe weight carrying capacity for a 1999 version

    What manual gave you that number? That's grossly incorrect. The Honda service manual I have lists the following under General Specifications:

    Maximum weight capacity
    49 states/ California type 175 kg (386 lbs)
    Canada type 179 kg (395 lbs)

    I think that 409 kg number you're seeing is meant to be the TOTAL weight of a VFR fully loaded. The curb weight in the manual is listed at 234 kg.

    Curb Weight (234 kg) + Maximum weight capacity (175 kg) = 409 kg

    Hi, in the UK 5th gen owners manual it notes max load capacity as - 189kg (417 pounds)
