My carbs have always needed replaced, they have all sorts of white corrosion on the butterfly seats which causes my idle to be slightly erratic. The bike rides great though.

I bought a parts bike for $100, wrecked (bent forks, wheel etc). It surprisingly has a very clean set of carbs on it, but they have what I think is emissions controls, it looks like alot of emissions controls. There are two vacuum devices on the left and right side, a can towards the bottom of the frame, there is also this serious looking thing on the right side as you are sitting on the bike, I have no idea what it is. My existing setup is easy compared to this.

Can I cut this stuff off and cap all its tubing? Or do I need it to transfer all this stuff?

You bought a California parts bike. Hooray for emissions requirements! The carb stuff can be eliminated through judicious hacking and capping: just don't use the fuel tank cap. Pretty sure that "serious looking thing" is just a charcoal canister designed to filter nothing out of nothing.
