Can anyone lend some suggestions to this problem?

A buddy of mine is on a roadtrip right now, riding his 1998 VFR 800. In stop/go traffic his temp is reaching in upwards of 230 degrees, with NO fan coming on
The fuses were checked and look to be intact.
Is the fan switched on by the water temp gauge, or is there a seperate fan switch someplace else?

Any suggestions, which I'll relay via cell phone, would be greatly appreciated. :)
