I wear a Powerlet jacket liner and gloves all connected to a Powerlet outlet mounted on the left side below the seat. I noticed the lights pulse at about a 1 second interval when the clothing is plugged in. It is most noticeable when the high beam is on. It doesn't matter what rpm the engine is running. Does anyone have an idea what causes this?

You have probably exceeded the electrical capacity of the charging system. Motorcycles do not have a lot of left-over charging current, especially the "Electronic Bikes" that use electrical power for ECU, fuel injection, etc. Adding heated gear, running with the high-beams on, you are probably right on the edge of running from the battery.
