    A 1998 VFR800 would be fuel injected.

I don't own one, but I'd doubt it has a mechanical choke. None of the VFRs, even carburated, had a mechanical choke. They had a mechanical enrichment circuit that ran off a cable and plunger.

regardless... more information would be needed. Has this bike ever ran properly for you or is it a recent purchase that has had the problem since you've owned it?

If it recently developed this problem, have you done anything to the bike lately? Laid it down, tune up etc...

Does the idle ever come down off 3000rpm? Like after riding and it warms up?
