pivot works steering stem bearing kit - missing dust seal ?

    I'm planning to replace steering bearings on my 2nd gen vfr700.
    I'm looking at the pivot works kit (PWSSK-H11-000), from the online photos it looks like the kit only has one dust seal.
    I would expect to replace upper & lower seals.

    Does anyone know if this kit includes both dust seals or just one ?

    the lower seal is usually destroyed when removed, but top one should be reusable, isn't it ?
