problem: not starting only one exhaust pipe is hot

when i try to turn this thing over im only getting enough to keep up with the starter? after trying different amounts of throttle and starter fluid i found that i had only one exhaust pipe getting hot!!! so i am missing on all of the others! how do i fix this i'm guessing the timing is off some where? i dont know much about the bike so i am here to listen and learn!
    please help!

    other info
yes i am getting spark to each plug and
the carbs seem to be working just fine and the bike

Since you've just changed spark plugs, I would check to make sure that the plug wires are on the right plugs for the firing order. Also should check compression. If you are getting fuel, compression and spark, the motor will run (provided th timing's right)
