I'm stumped. all the connections are good, clean and solid, crank thebike, nothing. high beam comes on without fail, but low is DOA and nonop.

any hints before I go mad? this would be on my 84 VF700F model.

You've removed the bulb and put an ohmmeter on the terminals to check the filaments for continuity ??

tested with a known good bulb, an HID kit, and a few others, nothing gets power. at all. its like the switch is DOA, but I'm not sure thats the case.

Replace the switch or very carefully take it apart and inspect/ clean contacts.

You could try bypassing the switch with a jumper wire for verification. My turn signal switch get sketchy after the bike sits in the rain. Work it back and forth a couple times and she clears up.

Got it. you guys once again were right. disassembly and cleaning the switch contacts did the trick. nice and bright contacts=nice and bright light.
