Did this bike have old fuel sitting in it getting all gummed up and leaving residue?

Assuming so, remove the carbs, disassemble them and let everything soak in carb cleaner at least over night. Make sure that the float bowls are clean, and floats are working and not sticking. You might have to use a small needle or the like to clean some of the clogged orifices of gummed up fuel residue. Replace the fuel filter. If you have not already, drain the tank of all old fuel, clean the tank, reassemble, with fresh fuel, and then run some fuel cleaner like Seafoam in it.

If you do not have one, find/invest in a manual.
