Left Caliper/Pad dragging

how much resistance should I expect when rotating the front wheel?

my left caliper seems to be dragging a little. With out either caliper installed, spinning the wheel by hand is pretty easy. Spinning with the right caliper is about the same. Spinning with the left, there is audible sound of the pad being in contact with the disc, and it won't turn more than 1/4 of a rotation.

I just got my Daugherty forks and 929 rear shock installed, and even though it's 104F here in Raleigh, I was really looking forward to riding it.
