Based on what I have read here, 90-93 right and left hand controls from a 90-93 VFR are plug and play on my 84 VF1000? Will the clutch and Brake masters work as well?

most clutch and brake master cylinders tend to be relatively interchangable. im not 100% sure on this, but when I was searching for a new clutch master cylinder for my bike, it seemed that most would work to replace it (even one off of a hayabusa). as for the hand controls, id start searching for pictures or examples of the connectors before you pay any money for the parts, but who knows, you may just be in luck.

Compare the wiring schematics, look at plug connectors.
