Is it possible to set a US model (1999) to display temperatures in Metric units?

No mention in the hand book or service manual. I just think that way, too many years of physics ;-)

The 6th Gen manual says "F for USA, C for Canada".

Do you suppose that a distinct circuit board is used in each? Firm ware, or programable? My Audi cars are programable with just a button sequence on the climate control.

Good question. Since the only thing that would change is a lookup value that gets reported to the display, for temperature and speedometer readouts, it could be done via a hardware jumper/optional resistor, etc., or a different code load. I would be willing to bet that it is done as a manufacturing step during a production run of the entire bike, and cannot be user-accessed.

But then again, I still don't understand why different countries get different colors, so this is just conjecture on my part.
