So, a tire can sit on a shelf for 2,3,4 years with no mileage on it and still be sold as new. Well, that is exactly what's happening. There is no laws or standards stating how long a tire can sit on a shelf and still be good. Think about it. Rubber degrades over time, even if it's not exposed to any elements.
