So I was riding my 91 VFR around yesterday pulled over and hit kill switch turned off key as gas station.

I turn the key back to the on position, and no lights or anything.

I replaced all fused (just cause they come in 10 packs anyway). still nothing

I checked battery for volts and it reads 11.59v, which should be enough to have the lights on atleast. I've started a battery on 10v before it was super close but I got it.

recently I installed a manual fan switch with 20A switch. I don't think that is the problem because I disconnected it and still no lights.

Anyway Idk what else to do. anything else you have dealt with. Looking for all answers

A couple of things - that battery volts seems way low. Before doing anything else charge it. A healthy battery should have a standing voltage (no loads) of between 12.7-13.2 volts. (Yes I know they are referred to as 12 volt batteries - and yours is only 11.59v - but that is rather misleading and especially for FI bikes having enough volts is important - its not like an old style carb bike where you could push start the thing - without enough power the fuel pump won't prime and you are going nowhere).

I wonder why your battery is so drained? Is it just old age? You might want to do "the drill" (see post #9 in the thread linked below) to see if the bike is suffering from some of the known electrical gremlins that impact 4th gens. If you need a hand making sense of the numbers then post them up and we will try and figure out what the numbers mean. (Especially important to check for toasty wiring, duff RRs, and melted Stator connectors.)

Assuming the bike was otherwise starting and running fine before this event - and you find the bike still wont start after you have a fully charged battery, then I would focus my attention on the kill switch, before spreading the net wider - to things like the main battery fuse.

Its unlikely any bike will simultaneously develop more than one unrelated fault, so as you chose to activate the kill switch (why?) then it may not have fully reset. With the ignition off - simply rocking the switch on/off a few times may be enough to get the contacts to reinstate connections. Use the circuit tester to ensure the switch is working as per the manual - if not then it may need replacement. Don't forget we are talking about a component that is over 20 years old, and when you snap the switch off whilst the engine is running there is a risk of momentary arcing inside as the contacts separate. Over many years that sort of arcing especially if used regularly can cause the contacts to fail and effectively wreck the switch. Usually I avoid using the kill switch unless there is a good reason - and I vaguely recall my 6th gen owners manual has a warning not to use it unless necessary.

Good luck - let us know how you get on.
