Yes...usually it's caused by not changing fluid often enough. The caliper and piston(s) need to be cleaned and new rubber dust and ring seals installed. Make sure you clean the crystalized crap out of the 'landings' with a 90 degree pick. To disassemble most people used compressed air in the brake line fitting. I've found they come apart ALOT easier if you heat the caliper to around 200F first.
also, the bore could have a nick or some funk in there, recommend a light hone job. you can usually borrow the bore hone tool from autozone and the like AutoZone.com | Brake and Engine Cylinder Hone
