Is it possable to raise the handlebars to the small clip at the top of the forks or must they touch the yoke?

I raised mine up to the top of the forks with no problems.

    Possible ? Yes.

Advisable..? that's your choice. If the handle bar is correctly torqued, and the threads/bolts remain in perfect condition then there should be no problem.
Unless you happen to drop the bike off the sidestand or at low speed and discovier that the bar has rotated and what would have been a bar-end and maybe a lever repair has now cost you a tank ,an engine casing and a fairing panel or two in addition to the above..

    but then I'm biased.

Yea I took the wire clips off mine the first week back in 1998. Was planning on tapping a set screw in if needed. But I put it in the back of my truck with a gunslinger handlebar strap and proceeded to go around sharper and sharper corners. I am convinced no set screw is necessary. On one ride we stopped in some gravel and I lost my footing. With addrenlines help I saved the fall inchs from the road by the handle bars- got a ovation from friends. Also ride at deals gap a lot, where you have to man handle this heavy beast. SHE IS STEADY. I don't know why more people don't do this. It is way more comfortable Tommydale
