'86 700 wiring distress.......and more.

Tail lights stopped working, and i traced the prob to ignition switch, so i removed top clamp and found this PO- improvised former fix.

Had to unwrap tape on ignition switch wires to find this:








Then i found this shocking item: some pitiful (suspected) dopefiend tried to steal MY bike before 1992, when i bought it !!!!!







Is that a crack in the steering head from the force used to chisel the lockplate ???? Maybe i need to find a welder ? Did the failed thief damage the wires too ?
