85 vf700 - Tail Llights - Is this right?

Installed new front blinker. Work fine.
Rear set comes on, no blinking (Can hear blinker module working)

So I took off tail section. And opened up lights. Seems facing forward, the left side has 2 light blue+ wire and 1 Green - wire.(#1157 bulb)
The right side has 1 Orange = and 1Green- wire. 9 Bulb unknown single/center point connector/single filamnet inside)
The wiring does not look after market, but I am curious at this point.

The blinker come on , stay on until you flip the turn switch and then the side your going to, let's say right, the right side stays on the left side goes out.
Same with left side.

In other words the rear set is not blinking, both stay on until left or right is switched.

So here is the question(s):
Is this a wiring thing, a bulb thing? Should I replace the right side with a 1157 connector and bulb?
Should the tail lights always stay on?
...and then blink when turning of course?
