If the carbs are anything like my VF700F (and they probably are) . . .

There should be too throttle cables, a Push and a Pull.

The Pull cable retracts into the sleave when the throttle is applied.
The Push cable just does the opposite of the Pull cable. (Some cycle do not have a Push cable)

There are two spots for the cables to mount on the pulley.

If you are looking from where the cables mount, follow the REAR side of the pulley down to the first spot - this is where the Pull cable attaches.

If you are looking from where the cables mount, follow the FRONT side of the pulley down to the first spot - this is where the Push cable attaches.

It's easiest to mount the cables with the carbs in position - but not installed on the engine.

Turn the carbs slightly so the throttle cables mounts are facing up.

The Pull cable has to thread on the rearside of the pulley and around the bottom almost to the front. Usually you will not be able to see the spot it attaches to and will have install it by feel.

Turn the carbs back to mounting position and adjust the Pull Cable now.

Verify the routing of your cables for maximum smoothness.

Turn the carbs with the cable mounts faceing up and install the Push cable.

The push cable is pretty simple and installs on the front side of the pulley. If you rotate the pulley, it will be easier to mount.

Turn the carbs back to mounting position and adjust the Pull cable now.

Turn the carbs back to mounting position, twist the throttle and let go. You should hear the butterflies "smack" shut. If you don't, your cable routing may need to be adjusted or the throttle cables may need adjustment.
(Note: on mine, I would get a barely audible "smack" until I fully seated the carbs - then the "smack" was much louder)

When you install the airbox, you should see a cutout on the plastic airbox/neck shield to allow throttle cables to route under the airbox.

After installing, allow the throttle to snap shut and adjust if necessary

Note: Don't forget to install the choke cable before installing the airbox. A really short phillips screwdriver works best

    Tips:
There should be about 1/4" free play at the throttle. The cables are surprisingly sensitive

After installing the choke cable, close the choke and see if you can push in the brass choke valves any more. If you can, either the cable is too tight or the valves need cleaning (0000 steel wool and WD-40).
