5TH GEN HEPCO AND BECKER PANNIER RACK

Hi guys, i have mounted a second hand hepco and becker pannier rack however or it came from a bike that has been dropped once, or i'm doing something wrong, or i don't have all the spacers? Does anyone has a hepco and becker pannier rack and could send me some pictures of the mounting.

Does the mounting end of the rack which is held by the exhaust mounting bolt needs to be in that odd angle?
