I own a 2002 vfr. My low beam and high beam headlights are not working. 20amp fuse is reading closed circuit (not blown) I have power going into the black red wire feeding the low beam relay. I have power coming out of the white black wire (coming out of the relay) going to the headlights. When I measure at the headlight I have no voltage. I disconnected the white black wire from the relay and checked for continuity from white black at the relay, to the white black at the headlight (no lightbulb in the socket) and I measure a closed circuit. Any ideas?

Jiggle / "pull out" your starter button. Make sure it is not dirty/sticky and slightly depressed. There's a no-man's-land on the switch button that will cut the headlights but not engage the starter.

Stupid, simple thing to verify before digging. Can't tell how many times I've seen it.

    Hi Cody.
What you're explaining doesn't make sense - Unless when measuring the voltage at the Lo Beam Relay (White/Black wire) and then measuring it at the Globe Socket that you have moved your Voltmeter Black lead from frame to the Green wire at the Globe Socket - Meaning the Green Ground wire for your globes is Not Grounded.

To have 12v at the White/Black wire means the Lo Beam Relay is Energised that means the Starter Switch must be working.
To have continuity of the White/Black wire and Not see the 12v at globe socket could only mean your Ground reference at the socket must be bad! This might also explain why your Hi Beams are not working.

Wherever possible when measuring voltages try and clip your Black meter lead directly to the Battery Negative terminal. So try your measurments again using this method and see what you get. AND make sure the Green wire Ground for both Hi and Lo Beams is properly bonded back to the Battery Negative terminal.

Good Luck - Lets know how you get on.
