Is it normal for a VFR 800Fi-X to suffer from a lack of synchromesh when engaging 1st gear? Not just a clunk, but making a grinding noise

If this is an issue would this be a clutch or gearbox problem?

ooo, yes it should be a smooth clunk sometimes it's not all that smooth as you are engaging a small slow down in rotating mass but no way it should grind and be hard to do. yes I'd look into the clutch.
