1990 VTR 250 (you cant see it because its camo painted)

    So I bought a ghetto camo painted 250 that had been scraped up and pretty much left to rust from a guy in Maryland (along with a suzuki that was rusting right along side it). The rear wheel is locked and it may have been the same bike that was mentioned on here a while ago but hey, it was cheap and I thought I could try (or at least get what I wanted off of there).

    This is where I am at from my initial but inexperienced lookover of what needs to be done (not in any particular order):
    -See if guages & lights work
    -Replace hand controls (grips, electronics, levers, cables, hoses)
    -Figure out what is wrong with rear wheel..wheel bearings rusted, brake rusted, what exactly is the cause
    -Engine...does it need a rebuild or what
    -Front forks...seals, springs, oil...most likely wouldnt hurt
    -Replace muffler..has a small rust hole in it
    -Replace rear sets (is it correct terminology?)...both broken from fall
    -Tires and chain replaced
    -Wiring...wires cut, looks like some are missing
    -Take care of rust on tank
    -Needs ignition & key lock replaced on tank

    What I am looking for is some guidance on where to start? Who has the best repair manual...what are your opinions...should i try to resurrect it or just part it out

    Might post pics but just imagine a dropped 250 with some body panels attached with drywall screws
