could be over-rich mixture screw settings so try 1/2 turn in. how does it idle, and will it start easily without choke ?

your assumption may be incorrect, and tuning is never based upon assumptions ! have you checked the plugs' colors ? capt80s suggested you cover...
when i first got my '97 (around 2000) it surged alot at small throttle openings and was too lean, so a turn and a half open on the mixture screws...
as stated, you only need to remove 2 carbs, either left or right, but it helps alot to loosen (but not remove) screws on the remaining carbs so...
merely seeing a peek of light is not the same as verifying that the hole is FULLY open with a .010"-.012" guitar string . i' ve seen many jets...

after any deep soak you need to lube the throttle shafts or risk them seizing up during a storage period. [ATTACH]

small one goes between throttle interconnections for synch , larger one goes between carbs.
if you just can't find a gen 3, look for the improved version, a gen 4.

someone with infinite time and lotsa fine sandpaper could polish that lump to look like chrome.
