Sounds like you know what you're doing. Could very well be the previous owner did something to the airbox like you suspect.
The K&N oil filter...
Careful with K&N Oil filters. They tend to leak.
Also, unless you get the rare K&N Air Filter with the larger filter area it's not worth the...

It's interesting that the tank rusted even when it was full.
Do you know what kind of gas it was? Did it have any Ethanol in it?
I use a Honda Oil filter.
Numerous oil analysis show it works plenty fine.

My 4th gen needed ZERO carb work, and the fueling of the carbs...
What was your cure for the brakes? Did you De-Link them?
